The auction for the access channel to the Port of Paranaguá (PR) is expected to take place in August 2025. The forecast was announced by the Minister of Ports and Airports, Silvio Costa Filho, during an official agenda in France, together with the President of the Republic, Luís Inácio Lula da Silva. The terminal is the second largest port in Brazil and Latin America, trailing only behind the Port of Santos (SP).
The technical documents, requesting the scheduling of the auction, have already been submitted to the National Agency for Waterway Transport (Antaq). According to Costa Filho, the idea is that measures will be taken subsequently to initiate auctions for other terminals located in Brazil.
“This partnership is very healthy for Brazil. It will be a milestone for the Brazilian port sector. After the auction for Paranaguá, which may reach R$ 1 billion, we will auction the channel of the Port of Santos, the Port of Bahia, and the Port of Itajaí. This will bring predictability to the productive sector, especially in the route for the development of the country’s port sector,” said the minister.

From the auction, the depth of the channel will increase from 13.5 meters to 15.5 meters. In practice, this measure increases the terminal’s capacity to receive larger ships, which, consequently, also enhances cargo movement.
The National Secretary of Ports of MPor, Alex Ávila, explains that each additional centimeter in the depth of the access channel corresponds to an increase of 60 tons of cargo in the ship’s hold. In his assessment, the concession will elevate the terminal to another level regarding international trade.
“We are quite confident in this auction model, which will undoubtedly have a lot of competition. The concession will raise the Port of Paranaguá to a depth of 15.5 meters, so we will have substantial gains. In addition to the economies of scale that will come with the increased number of ships,” he stated.
Movimentação no Porto de Paranaguá
Dados divulgados pela Portos Paraná mostram que o terminal de Paranaguá movimentou, em 2024, 66.769.001 toneladas. O resultado representa um salto de 2,1% em relação ao ano anterior. O volume corresponde a 80% da produção de grãos de toda a região Sul do Brasil. (
No ano passado, foram registradas 40 milhões de toneladas em exportação e 26,7 milhões em importação. Os tipos de cargas mais enviados a outros países foram:
- Soja (13.265.751)
- Contêineres (9.049.796)
- Açúcar a granel (6.412.716)
Já as principais cargas trazidas ao Brasil por Paranaguá foram:
- Fertilizantes (11.140.049)
- Contêineres (7.276.868)
- Derivados de petróleo (4.912.767)
Atualmente, o Porto de Paranaguá recebe 2,6 mil navios por ano. O destaque é para cargas de granéis sólidos, como soja e proteína animal. Para o governo federal, a concessão vai proporcionar mais eficiência à operação portuária, inclusive com ampliação da quantidade de embarcações.
